Medicaid Benefits

SSI and Work Incentives Overview April 24, 2002 3:00 - 5:00 est 

The first half of the telecast will provide information on SSI Eligibility criteria, resources that support work goals and self-sufficiency, the effect of earned and unearned income on SSI Cash Benefits, an in-depth look at Deemed Income, and In-kind support and maintenance. The second half of the program will cover the affects of income on couples' SSI and Medicaid, information about 1619(b), and facts related to continued eligibility. The program's live format provides two ten minute participant call-in question sessions.

Participant learning objectives are to:
Gain a review of SSI and Work Incentives;
Determine what resources are included & excluded;
Understand Earned and Unearned Income and how it affects SSI benefits;
Examine Deemed Income and In-kind Support & Maintenance;
Learn how income affects eligible couples' SSI and Medicaid;
Obtain an understanding of 1619 (b); and
Explore Continued Eligibility options.

SSDI andWork Incentives Overview May 22, 2002 3:00 - 5:00 est

This telecast will provide an in-depth examination of the SSA work incentives 
available to SSDI beneficiaries. The telecast will begin with a brief review
of the basic effect of earned income on SSDI and relevant work incentives. The  main focus will be on advanced concepts that go beyond basic overviews 
provided in most training events or by SSA work incentives publications. The
intended audience includes Benefits Specialists or Counselors, BPAO staff, 
supported employment, job placement, or vocational rehabilitation professionals  who have experience with SSA disability benefits. This telecast is not recommended as an introduction to the SSDI work incentives. SSI issues will not be explored in this session.

Participant learning objectives are to:
Define and calculate the following:
Trial Work Period (TWP);
Extended Period of Eligibility (EPE);
Cessation/Grace Period;
Substantial Gainful Activity (SGA); and
Expedited Reinstatement (EXR).
Locate Countable Income on SSA website for SGA purposes;
Discuss Unsuccessful Work Attempts (UWA);
Explore the 2002 Continuing Disability Review (CDR) provisions and
Define the Extended Medicare Coverage.

Developing Comprehensive Employment Supports Infrastructure
June 26, 2002 3:00 - 5:00 est
This telecast will offer an overview of early work incentives, the advantages
of those crafted in the late 1990s, and value of collaborative relationships
that work to foster employment. Discussion will focus on the importance of states having an effective infrastructure ensuring the cohesion between work incentive programs (i.e. state Medicaid Buy-In Programs for Working Individuals with  Disabilities, Medicaid Infrastructure Grant recipients, and programs established under Title I of the Ticket to Work and Work Incentives Improvement Act of 1999). Representatives from other state employment support programs will provide the steps that they have taken to build infrastructures that include employment supports programs and project offices. Examples will be given of the benefits of collaborative working relationships to effectively support working persons with disabilities.


Participant learning objectives are to:
Discuss work incentive provisions related to health care;
Gain information of health care enhancements provided under TWWIIA and how 
they have been implemented;
Identify strategies to develop an effective interagency employment support 
infrastructure;
Discuss the benefits of comprehensive and complementary programming; and
Explore steps that other states have taken to build relationships for successful infrastructures.

Down-linking SET NET:
Contact SET NET as the initial step. Registration for the Telecasts will close  10 business days prior to the event.

Locate satellite receive sites -- Possible sites include: community colleges, 
universities, hospitals, public schools or cable companies. You may have to
negotiate a down-link fee with these sites. All sites must be able to receive C- Band transmission, have a steerable satellite dish, and have a telephone in the training room.

Market your telecast -- Send flyers or network with other agencies. SET NET 
staff can help you "hookup" with interested parties in your region. The telecast is open-captioned but you must provide onsite interpreters if requested. Check with participants for any accommodation needs.

Identify a site facilitator -- This is a critical role!!
SET NET staff is available to answer questions you may have regarding this role. Copy session packet -- A support packet (20-40 pgs.) will be provided for each  site. Sites are responsible for providing a copy for participants. Requests for large print or on disk for brailling are needed immediately.

CRC/CEU Credits may be received by the telecasts participants for attending 
these training events.
